I need someone to give me their opinion on my situation.

I lived in Ottawa, Canada for three years as a foreign diplomat, where I also obtained an MBA degree. I came back to the Dominican Republic in October 2007.

I sent an application under the FSW class in March 2008 and a few months later the CEC class was opened. I sent an inquiry to CIC regarding my elegibility under the CEC class, but when I received an answer it was too late to apply.

Now, the new rules came out and my work experience does not fall within the priority occupations list.

What do you think could happen with my application? Will it be returned? Could the still process it?

Since you are not in one of the 38 occupations, you are not living in Canada anymore and you don't have an AEO and you applied under the new rules after February 27, 2008, I think it's almost certain that your application will be returned.

I've been researching ways to get AEO, but I find it difficult. Many companies don't feel comfortable hiring people from abroad, especially if it's not for a low-skill position. Let me know what could I do?

They have no obligation to keep you if they don't like you. Try as much as you can to get a personal contact like phoning employers before sending CV etc. An AEO is even less binding than getting somebody in on a temporary work permit. There are more requirements to get an LMO than an AEO.
