A-1 yes you can, if you really want to refuse the visa.
you MUST GIVE UNCONDITIONAL OFFER LETTER.
A-2. GMAT is graduate management admission test.it is taken to get admission in programs like mba....or respective management cources post graduate level.

Thank you for your reply. If somebody has already done MBA and Still wants to do MBA in any other subject(Programe). He still needs GAMT?

The program requirements must state if that is possible. But if the program req. does not specify such as waiver, then u will need to sit for GMAT. Just study your program of choice's requirements and available waivers.
