Look under the section that says 'Apply to a Province or Territory' at the link below and you will see individual links to the detailed info about each province's PNP. You have to visit these links religiously to know their requirements and when they are open and accepting applications. http://www.cic.gc.ca/English/immigrate/provincial/apply-who.asp

Try to improve your IELTS if that is possible. Check for the individual PNP websites, and you need to check everyday. However for SINP, they give you only few hours to submit the application and there are lot of documents to get ready. So do some research and may be a trustable agent would be better, who can help in preparing the documents. Check with Canadavisa itself, i heard they do good service. It is worth spending some money rather than waiting and losing your time.
