Planning to apply on Family catagory in Manitoba from Kuwait

Dear all,

I'm planning to apply on family category in Manitoba, Originally am a Bangladeshi, now working & Living in Kuwait last 9 yrs. One of my cousin is staying in Manitoba, So planning to apply through him. He will be my support in Manitoba.

Which way will be best to apply online or offline? Papers almost all are ready.

Kindly let me know if anyone else applying on August 2013.
