ok guys,so we would apply for visiting, enjoy ourselves and return back to motherland.
so the next question would be how to apply successfully for a visiting visa

You need to demonstrate that you have strong ties to your home country (e.g. employment, property, assets) and have no plans on remaining in Canada long term. You must also demonstrate that you have sufficient funds to pay for your trip. It will help a great deal if you have previously traveled to countries requiring visas such as the US or UK.

Well i advise against this strongly, because first of all it will be very expensive for you to have your birth here if you are not covered by any health insurance. Secondly, most hospitals may deny accepting your wife as a patient because you have lack of insurance and they don't want to take risks if you decide to pay cash during your stay. Lastly, not all pregnancies will go smoothly. How are you going to cover if something happens to your wife and the baby?

Unless you are really rich and can afford over 1 million dollars of medical care then by all means go ahead but this is not a feasible plan as IRCC keep records of entry by all foreign visitors so your chances of visiting Canada in the future will be difficult if they find out that you are doing this.
so you mean if any visitor baby born in Canada it is against the law no matter if they are able to afford it? CBSA keep records and create difficulties to give visa in future? really? more then 100k people child born in US every year but never hared anything like that can you please explain i am not planning to do anything like that but just want to keep info to assist others in future

Yes - CBSA keeps records and yes - this tends to make it difficult to return to Canada in the future.

We've seen a number of cases here where visitors had babies in Canada and then later were not able to get a TRV approved to return to Canada.

Yes there are some cases on this forum where applicants cannot obtained a visitor visa due to past actions in Canada such as giving birth in Canada and then leaving which is seen by CBSA officers as taking advantage of the immigration system as a means of giving a short cut to Canadian Citizenship.

thanks for quick reply so that means it is more likely illegal to give a birth baby in Canada as a visitor better if you have legal status before deliver

how it can be a shortcut if your child is Canadian i am wondering about it when law is straight and clear like how you can be a citizen.. how delivering babies in Canada can be shortcut anyways thanks for your reply and sharing important information it will help all new people

It is NOT illegal but it gives no real advantage to the parents. It also means that there is a potential link to Canada that might make the parents unwilling to leave when they should. It is THIS reason that may cause problems with getting a visitor visa in the future.

Well it is seen as a short cut for the baby, not the parents because once the baby is older, she or he can come back to Canada and take advantage of the public systems such as attending high school for free and access to free health care etc without paying any taxes at all.

Also note that these "birth tourism" are taking up hospital beds for those who actually needs it most in Canada. It is not illegal but definitely should be advised against if the parents wants to visit Canada in the future.

However, pregnancy or the intent to give birth in Canada may be material facts in the assessment of the application which, if we are not advised of the pregnancy, may go unexamined; such facts may be material to the assessment of arrangements for treatment, of the financial ability to cover the costs of treatment, or of the intent to depart from Canada, for example. Therefore, in some cases the intentional concealment of intent to give birth in Canada may lead to an examination of admissibility under A40.

One of the million dollar babies bringing more focus on birth tourism from the health industry.

Granted extreme examples but can happen leading to who knows what for the child later in life should the parents not pay up. Probably nothing but who knows.

Adding to Zardoz post of course CBSA may assess the mother as a tourist and only issue a visitor record that would not be sufficient to cover the birth or post birth. No automatic right to a 6 month stay but that’s a risk OP will need to accept.
