My friend asked me a question about this point:
You must meet all the conditions of the pilot program in order to be permanently selected and obtain a Quebec Selection Certificate. Otherwise, your request may be refused.

To be selected for the Permanent Immigration Pilot Program for Food Processing Workers, you must :

  • be 18 years of age or older;
  • intend to settle in Quebec for a job;
  • have respected the conditions of your stay in Quebec;
  • have obtained a diploma corresponding at least to a secondary school diploma or a professional studies diploma from Quebec, obtained in a program of at least one year full-time;
  • actually hold an eligible job in an eligible sector in Quebec;
  • have held an eligible job for a period of at least 24 months :
    • fulltime;
    • in Quebec;
    • in an eligible sector;
    • during the 36 months preceding the date of submission of your request
When the government says 36 months it means that the person has to live 3 years in Quebec before summiting the application?

No. It means the person must have worked in Quebec for at least 24 months in the 36 month period preceding the submission of the application.
