Pick up TRV stamp from different country possible?

We’re applying for a TRV for my wife, we also have a spousal visa in process.

Her TRV is being handled by the Moscow visa office as she is a Russian national. However she is strongly against the war and is currently outside Russia and does not plan to return.

If our TRV is approved, are we able to get the passport stamped in another country?

Same situation here. On the TRV application they are asking: "What is your current country/territory of residence?" Should we put Russia since that's her official permanent address, or the country she's visiting as a tourist at the moment?
