I am helping a family member with their citizenship application. In the past 5 years, they haven't traveled outside Canada. My question is do i need to include a copy of Physical Presence Requirement or can they just write a letter stating that they haven't traveled outside of Canada in the past 5 years ?

The obvious answer has been given. Of course the applicant needs to submit all the forms required to make an application, including the form for submitting information specifically about meeting the actual physical presence requirement. Note: using the online actual physical presence calculator is by far the better approach because it helps make sure certain information is consistent, especially in regards to precise dates of the eligibility period. EXACT dates matter.

Applications are preliminarily screened for "completeness" and if the application does not meet the completeness criteria on its face (even if the information is otherwise in the package submitted) it will be returned to the applicant.

By the way, the instructions are very clear regarding this. When in doubt, follow the instructions; otherwise, yep, follow the instructions. This is not an application to casually approach with a this-should-be-good-enough or this-should-work perspective.
