I encourage you to follow up with CIC and the ATIP commissioner, but it also seems possible that the issue lies in your 7 months(?) of implied status before your PR was approved and not with a CIC data entry error or oversight.

Could you provide more information about your visitor visa?

1. What was the term of your visitor visa? (6 months?)
2. Did you apply for an extension before the visa expired? (30 days?)
3. Did you apply for conversion to a work or study visa when you applied for PR? Was that approved or denied?
4. How did you apply for the extension?
5. Do you have proof that you made the application and that CIC received it?
6. Did you leave Canada while you were under implied status?
7. Did you have an eCas file for your visa extension application? What did it say?

It's strange that you wouldn't have heard anything about whether you visitor status was extended or reinstated, since processing times are (currently) 40 days (online app) or 100 days (paper app). 7 months would be a real outlier.

It's possible that your status was never regularized, in which case I don't believe that the CIC would count your pre-PR days. In other words, I believe that your status in Canada has to be legal and out of the grey area of ongoing, unresolved "implied status" in order to count towards citizenship.

You may want to pay for a short consultation with a immigration/citizenship lawyer in order to be as well informed as possible about this. If your visitor days will not count towards citizenship, it's better to know sooner rather than later so you can make informed decisions.
