1) How many photos in all are required for a spousal visa application? I have read five, but I want to be REALLY sure.

2) The way I read the instructions, when I send my sponsor application and my wife's visa application to Mississauga, ALL supporting documents must be attached.

Yet I read recently (in a post involving Hong Kong) that after the Hong Kong consulate has initially reviewed the application, THEN they ask for the medical and police reports.

So, can I submit to Mississauga without medical and police reports?

We are applying from China (so outland). Probably will go through the Hong Kong office, but nothing in the instructions, including the China-specific instructions said I could send in the Police Report and Medical Report later.

That's why I asked the question, when I read another post saying that Hong Kong had asked for those two documents after receiving the application -- i.e. after it had passsed through Mississauga WITHOUT police report and medical report.

Can anyone clarify?

Your region specific forms (for China) say you need to send the police certificate, copy 2 of the medical, 5 photos of yourself & each of your family members.
All that stuff has to go to mississauga!

Just follow the instructions in the country-specific guide. You MUST submit your police clearance certificate and medical with your application.

However, when I look at the instructions specific to Hong Kong (not that they apply to my Chinese mainland wife), they also seem to say that ALL supporting documents (including medical and police report) must be submitted together. Hence my question, when I read another post saying that the visa office in Hong Kong had asked for police and medical reports AFTER receiving the Immigrant application. I wondered whether I had missed something important.

Guess not.

If you are lucky that might happen. If you are unlucky they will take their time, then send the entire application back with a note saying it is incomplete and ask you to re-submit it when it is complete. Either way you waste time, just a question of a little time or a lot of time.

1.) The answer is in the region specific forms, check there. This is DIFFERENT for different regions, so make sure you have the right region specific guide.

2.) The medical should always be done BEFORE sending in the application and the form you get from the doctor sent with the application.
The police clearance should normally also be done BEFORE sending in the application and submitted with the application. I say normally because not all countries are willing to issue one until the visa office asks for them. Hong Kong is one example - look at the instruction on how to get the police certificate from Hong Kong here: http://www.cic.gc.ca/english/information/security/police-cert/asia-pacific/hong-kong.asp
You can't get a police certficate from Hong Kong until the visa office sends you a letter requesting it and the visa office won't sent that letter until they've received your application, which is why if you need a police certificate from Hong Kong, you send it after the initial application.
So if your wife needs a police certificate from Hong Kong, you include a letter with the application stating you can't get it yet, but will be happy to provide it once the visa office requests it. It's the same in Singapore. I haven't checked all the others, but those seem to be the only two that work that way. If you CAN obtain the police certificate before sending the application, then that's what you should do.
