Photos for family members on paper based PR application?

Hi there,
The application asks to attach "2 photos for each family member, whether accompanying or not, and yourself". Are they referring to your spouse and children in the application or my Mum, Dad, Bros and Sis? I'm currently in Canada and they are not, my application is just for myself.

This includes:

• your spouse or common-law partner
• your dependent child
• your spouse or common-law partner’s dependent child
• a dependent child of a dependent child
