Have you scanned it yourself?
If yes, try scanning it in high quality

I had it scanned from somewhere, unfortunately.
I just ended up saving it as a high quality JPEG and upping the DPI. Hopefully that works.

Should work. Of all the reasons they could reject us for, photo is not one of them.

Scanned photos should be 300 dpi.
