Photo specification - Citizenship

Hi,

could you please help me ? Would it be an issue if there is a stamp only on the one photo? I visited today a photographer and he insisted to put his stamp only on one piece of photo, reportedly cic need the other one empty but I didn’t find it in the instructions. I guess it was for PR if I remember correctly. Should I go to see him again and ask for the stamp and his information on the other one as well?

Only one passport size photo is to be signed in the back by the guarantor, next one is blank. All instructions is in the passport application easy to understand page 4 out of 8 requirements checklist .

It is for citizenship and it says photos needs to be stamped not one. I will go tomorrow and request another stamp
