I guess, the second link you posted specifies photo requirements for 'PR Cards', once you land there in Canada.
The reason why I'm thinking this is that in e-APR, we don't send hard copies. So, there is no chance to mention photographer's details on back side.

We only send soft digital copies of our photos in our e-APR. So, may be 50x70 mm is for PR cards only.
I'm not sure.
