there is no number to specifically call ottawa. more than likely, the number available is the general call centre. you are better off sending a case specific enquiry to get in touch with the visa office.

To save time +1 613 944 4000 (for an agent: options 1,1,1,1,1 I think.) The second "1" will take you to 1-800 number on CIC website.
