PHD visa and citizenship

Hello,
I'm planning to do mu Ph.D in canada and i started the process of mailing numbers of universities and thankfully, all the responses were nothing but supportive. now my question is the Ph.D usually take from 3 years minimum to 5 years maximum. My question is after finishing the PH.D can i apply for citizenship or i cannot?. I've read couple of news sites that said that i can't. However, all the news were kinda out dated. So, for now in 2012 can i get a citizenship or not?
and is it true that only Quebec provide such privilege?
any help will be dearly appreciated.

1. You can't apply for citizenship. If you complete your PHD in Canada, then (if the program is still running) you can apply for Permanent Residence. Read: http://www.cic.gc.ca/english/immigrate/skilled/apply-who-instructions.asp

You can apply for PR if pass at least 2 years of PhD

From November,2011 PhD candidates can apply for PR only after the successful completion of 2 academic years (from any part of canada). I am done with Master of Science and also looking for PhD opportunities in Canada. You may even apply after 1 year if your PhD is funded by NSERC or othr source of govt. funding. You must need to find a prospective supervisor as well.
You may check this information on CHC website. I have read all this on website of McGill Uni.
