Whats the current policy for PHD students in Canada. Can they file for CEC and does their work experience while doing their phd count? I thought work experience gained while studying doesn't count

TA and RA do not give any points neither in work experience nor in current work. You can check your eligibility and find out your points.

ok thanks my friend wants to apply and hes finished two years of his phd program and works for the university of toronto as a research assitant and teaching assistant while doing his phd so that doesnt count under CEC at all

RA and TA work: will they qualify as full time, continuous? I think that is where it becomes problematic. Equivalent in part time? it may take you the duration of your PhD to gather that much depending on your department and hours allotted.
If you have one year of full time work experience or equivalent in part time before you commenced your PhD, then you can create a profile right now. If not, it becomes a little difficult because for every additional year you spend completing the PhD, you lose 5 points on age. After 3 years, you lose 15 points which is about what the PhD gives you over a Masters Degree. Sad.
After the PhD, you have 2 major obvious options: PNP and CEC. For CEC, you need one year of Canadian work experience i guess, for which you lose another 5 points on age. The best time for PhD students to apply is as soon as they meet the requirement. If you are a PhD student and you currently have the required work experience, go for it....I do not see the point in waiting. My 1 cent
