I am a PhD student from India studying here in US. Can I apply for PR in Canada or should I finish my degree before applying ? Please advice.

;D..... I cannot assess your eligibility and thus cannot say "YES" or "NO". You might have some experience ( I dont know) prior to joining your Ph.D, which might make you eligible.....I dont know.
