PhD outside of Canada. Meaningless?

I've seen contrasting information regarding the eligibility criteria for the skilled worker program and the associated need for a job offer.
I don't have a job offer, but do have a PhD (albeit obtained in the UK). Come Sept 2013 I will have completed a year's work experience in Canada as a postdoc (presumably considered skilled). As the PhD was awarded from a UK institution does this make me ineligible for the Skilled worker program?

It makes you ineligible for the PhD specific stream of the skilled worker program. To qualify under this stream the PhD must be completed in Canada.

If you don't have a PhD from Canada, then your two options are:

1) Obtain a job offer and apply
2) Apply in May if your job appears on the desired occupations list (this option is out for you since you won't have enough experience by then to apply)

If you complete one year work experience as a post-doc in Canada, you should be eligible to apply under the CEC category after the one year mark.
