I sorry if this has been mentioned before, but from what I recall stage 1 is to see if the sponsor meet the requirements to sponsor their family. In stage 2, is that they are checking the one being sponsored, authentication of relashionship and criminal records by the appropriate visa office. Or, do they do a check again on the sponsor as well? Its just curiosity..any comments appreciated!

hi Herjeet the sponsor needs to b eligible from the moment u apply until the moment the applicant gets the visa and lands; so yes they could ask at stage 2 also proof of income, make sure a pr sponsor does stay in canada, make sure a citizen sponsor has strong proofs with intentions of return, the sponsor does not get on welfare or bankrupt and so on, everything

there were cases where the interview mainly focused on what i mentioned before and cases where the whole file was rejected cuz of what i mentioned before

yes i remember i read it clearly but it was written in an old guide/bulletin; i couldn't find it word per word in the updated one; but here r some examples which can state my point:

- here this member is the sponsor and although she passed stage 1 they asked for more documents for the sponsor in stage 2 (see Amoss post)
http://www.canadavisa.com/canada-immigration-discussion-board/january-2012-applicants-join-here-t92925.3600.html

- here again the stage 1 was approved but again overall the application was rejected cuz of the sponsor
http://www.canadavisa.com/canada-immigration-discussion-board/dependant-children-application-refusal-t109721.0.html

- i did read case where the application was rejected cuz they found the pr sponsor not in Canada (although when the application started she was and passed stage 1)

- on CanLi u can read a few appeal cases bcuz of the sposor income (for example if the sponsor is too old or on some disability); the rejection was done again by the vo after stage 1 was passed

- some embassies send something called residency questionnaire where it's all with updates abt the sponsor (for example In Middle East)

for some vo's the process could take 1 year plus and the vo will issue the visa only after they make sure the sponsor is still eligible

hope other members will actually have a cic link to give u; but if u do some search u'll see some members who went through the things i mentioned above

Thank you missmini.

I am looking for a guideline or regulation what they exactly check on both stages. (i.e the checklist of CPC-M and the VO abroad.)

missmini, did they really reject people based on low income, even though they weren't on welfare, not bankrupt, etc? Then on what grounds did they do so?

Galip, I think what you're looking for should be mentioned in the operation manuals on CIC website.

Thank you soooo much BC Girl :)

This is exactly what I am looking for.

Here is the link of the Operation Manual about our cases. It's very useful for everyone.

Thank you all for the great bit of information. My children have obtained Canadian citizenship and income is not a problem here in the UK. Hope it's all straight forward! My wife and I have been married 9 years and have 2 children together, so hope that's enough proof of a genuine marrage! I don't have a job lined up in Canada but will have some savings to take, I've provided a letter from my mom to verify we will be living with her. I just want a month off to unwind and settle my family in! Anyway, let's hope it will be easy, as stage 1was a waiting nightmare! It sounds like stage 2 is even more tedious than stage 1, not out of deep water yet .

I think the hard one is proving I'll be moving back to Canada! Ihave supplied a letter from my mom to state we will be living with her. I've also provided emails from the school I will be enrolling my daughter in. Would this be sufficient proof as I do not have employment waiting for me. I can get letters from family and friends to verify my intentions of going back. I thought about getting our one way airline tickets in November when we intend to move but reluctant until my wife gets her PR. not sure what else to give if they want more information???

This info might be helpful for you:

Sponsorship by Canadian citizens living abroad
The following applies to Canadian citizens living abroad:
• Canadian citizens who reside abroad may sponsor only their spouse, common-law
partner, conjugal partner or a dependent child who does not have dependent children
of their own;
• they must submit their sponsorship application package and fees to the CPC-M in
Canada and not to the visa office;
• Canadian citizens who are tourists in a foreign country, even for extended periods,
are still residents of Canada;
• Canadian citizens who are long-term workers or students in another country are
generally considered residents of that country;
• Canadians who have spent little or no time in Canada may also seek to sponsor. If
they have never worked in Canada and do not have the educational or language
skills to find employment in Canada, refusal under A39 may be appropriate if
arrangements for the care and support of the sponsored person are not satisfactory;
• sponsors must provide evidence that they will reside in Canada after the sponsored
persons and their family members become permanent residents.
Evidence that sponsors will reside in Canada may include one or more of the
following:
• letter from an employer;
• letter of acceptance to a Canadian educational institution;
• proof of having rented/bought a dwelling in Canada;
• reasonable plans for re-establishing in Canada or severing ties to the other country.

Yes, suppose I can enroll in Service Canada job bank and provide that info if they asked. I've also emailed Transport Canada about Flight Dispatching exams, I suppose anything will help! Thanks BC Girl!

hi BCgirl
first of all, the income is not a requirement for sponsoring spouse/dependant children; however, if they feel the newly arrived might need gouv assistance then they could reject the case; yes there were a few cases rejected for this reason; one case, there were many dependants, 5 children - usually income could b a problem when the family is bigger, the sponsor is the only one working with a basic job; another case, both the sponsor and the applicant were very old, the officer didn't believe either of them could find a job again; and third case (colombo embassy last year) the sponsor was on disability and the officer didn't believe the applicant can find work fast to improve their family income; in all these cases the sponsor was not on welfare nor in bankruptcy

these cases are rare; an officer will not look only at the sponsor working capabilities; he will look overall - also the applicant's work experience and language skills help; what it matters for them is that they r convinced that u won't b asking the gouverment for money :)

and yeah the op 2 manual is the best ressource in having a slight idea of how they process

for sure they won't question the relationship and as for the intentions i think it's enough; in case they ask u'll think then no need to give urself headache from now :)
