If you qualify for PR then sure you can apply but with only a one year PGWP you would be assuming walking into a job on day one of the PGWP to gain one year work experience.
A PGWP itself cannot be extended so once you reach last 30 days of the permit you would need to apply to extend stay as a visitor with no work capability.
To work towards PR most people would recommend 2 years of education which qualifies for upto a 3 year PGWP therefore more time to qualify for PR.

Only if you have at least one year of full time paid work experience from your home country.
Chances of PR are very low with only a 1 year program and only a 1 year PGWP.
I would advise getting a two year course from a public college (if you can afford it), then you will be eligible for a 3 year PGWP.
If you find such a magical proffesion and an employer is willing to give you a job offer with a LMIA then you would get massive points on express entry.
Everything still has to go through express entry though, go to the official calculator and see if you can get enough points after you graduate.
Mhh ok, who told you there is such a demand? Is this demand for experienced mechanics or people who just finished a college course?
Anyway demand or not the process is the same, make sure you know the requirements for Manitoba and that you will qualify at the end of everything.
