Regarding your concern, As per the IRCC/CIC website, they say:
Proof that you have completed all the requirements for your program of study in Canada. This could be your final transcript, a letter from your educational institution (school), formal notice of your graduation or any other document that proves you have completed your studies in Canada.

So, if your transcript makes it clear that you have completed all requirements of your degree/program, then you should be fine with it as well.
Also, I will say if you have your degree/course completion letter, then you can send it to CIC now as well. It will only help to strengthen your file for PGWP.
