I applied for a postgraduate work permit but got rejected because my first semester reflected part-time. I tried to reopen the case with a letter of explanation stating that I got my visa late hence I resumed late, and almost all the classes were full and it was rejected also. Now I have 90days to restore my status even though my study permit does not expire till 2023.

what do you advice I do because I am really confused

Hey, sorry about the refusal, I know it can be crushing.

You don't have to restore status since your study permit is still valid. You might have to start another program since I assume 180 days have passed since you got your completion letter from the school.

Unfortunate. It depends on what your plan is, are you planning to start another course? Did they say in the rejection that you need to leave? Not exactly sure how it works, they might consider your SP expired since 90 days since you graduated have passed so restoration might be the correct thing to do if you have a new LOA.

I was asked to restore my status although I finished in December, my graduation was supposed to be in May which is now postponed till October. Also do you think I can reapply, because I was told in the letter that I can start a new application with other supporting document. Do you think a letter from school could give an added advantage?

You were correctly refused. How were you issued a study permit valid until 2023? Did you switch from a 4 year degree to a one year program?

Study permits expire 90 days after program completion, regardless of the date printed on the permit.

https://www.canada.ca/en/immigration-refugees-citizenship/services/study-canada/extend-study-permit/when-to-apply.html

When your study permit expires

Your study permit will expire on the date marked on the permit or 90 days after the day you complete your studies, whichever comes first.

The 90 days begin
  • on the date you get the first notification from your school (such as an email, letter, transcript, etc.) that you completed your program or
  • when you get your degree, diploma or certificate.

The letter I have is the one I got from school to apply for the post-graduate (does that count as a notification from school). Also my study permit expired sometime in 2019 before I was done with the program and I renewed it that’s why the new one expires in 2023. What do you suggest I do now?

so you're not eligible to apply for pgwp sicne you don't have the required documents and eligibility.
What do you advice I do?
The reason why i was part-time was because I resumed late in the semester due to documentation processing, and most of the classes were full. Will writing a better letter of explanation help me?

Also I don’t have the transcript indicating credentials have been awarded yet
A transcript is needed to apply for a PGWP. If you finished in Dec, it would have been issued months ago.

It doesn't matter why. You don't qualify.

So the reason the PGWP was refused was because it was reflecting in the first semester. I used the official transcript I could get from school which reflected all the courses taken

So why do you not have a letter of completion? What was the exact refusal reason as written? How did you try to reopen the case? What did they reply?
It seems you were correctly refused if you were part time, only last semester is allowed to be part time, it is unlikely a new application will do anything. Did you explain anything about the part time semester in original application?

I did not write a letter of explanation the first time I got the refusal. I understand that it was correctly refused. After getting the refusal letter, I sent a letter of explanation through the webform about how I had resumed late and I informed the school about my late arrival but I noticed that the email thread I included was not arranged chronologically.
Would you advice I start a new application that includes the email threads that I have as proof of my conversation with the school about having difficulty registering and not intentionally wanting to be part-time?

The call center is open now. My advice is to call them. Yours seem like a quite unique situation.
