PGWP rejected: need quick suggestion

Hello,

Need quick help from experienced people.

One of my friends PGWP was rejected because of no Transcript attached with application.

He graduated in September. Should we reapply online with proper documentation or go to border to do flag polling?

Any suggestions?

I would re apply with proper documentation. I have heard that you might get the rejection at the border.
 
Since he got the rejection at the first place he can’t work till the final decision. You can verify with cic helpline #.
