I applied for my PGWP on Mar 8, 2023 and I got refusal on May 24, 2023.
Reason: I was not a Full-time student during Fall 2020.

I actually was a full-time student. My first sem was in Winter 2020. My 2nd sem got delayed due to COVID and happened in Winter 2021.

My Study Permit expired on April 30, 2023.

Can you please tell me what I should do?
 
Wow it took them less than 3 weeks to give you a decision. Regardless did you add a letter of explanation to your first application ?

Sorry it was May 24, 2023. I did not attach a letter because I didn't know anything about that. My friends didn't either but they already got their permit. The college didn't tell me anything either.

If I get a letter through college saying that I was full-time student and submit Reconsideration, will it work? Or should I reapply?
 
Oh sorry, I thought I misunderstood the timeline. Well as an international student you’re not supposed to take unscheduled breaks when in canada. Please check the cic website for details regarding breaks in studies and carefully review. To reapply first talk to your school advisor and go through your application. You can’t take more than 150 days away from school in a row.
Were you in canada for fall 2020? Did you defer your semester?
your reasons seem acceptable but for reconsideration you need a stronger application with attached proofs and your letter of explaination.

It was not unscheduled. My 2nd semester was supposed to take place in 2020 Spring but it got delayed due to COVID (college did that) and got delayed again to Winter 2021 (college did that again). I have been in Canada since Winter 2020 and have taken no leaves from college

Okay if the gap wasn’t your fault, then a letter from school telling them the semester was deferred due to school closure for covid or whatever. And write a letter of expalination.
also it doesn’t seem like your fault, so after you collect the evidence why your you apply for reconsideration via webform? It seems the process worked for some as I read. But then again, talk to your school advisor or anyone first and talk to immigration lawyer before yoi apply on your own again.
