PGWP refused for the second time and refusal letter says I have lost my chance to apply for restore.

Hey guys,
I completed a 4 year engineering degree. My study permit and trv expired on the 30th of July 2019. I applied for a pgwp on the 20th of June 2019, and it was refused because I couldn't upload my transcript before the deadline CIC gave me. And in the refusal arrived on the 23rd of October 2019, it said that I have lost all my status on that day and that i have 90days to apply for restoration. But I called CIC on the same day to get advice on the whole process so I could proceed carefully moving forward. I explained my case to this AGENT and she told me since the letter says that I lose all my status on the 23rd of October, I could submit another application before the end of day with the correct documents and if I do that I dont have to deal with restoration or anything. So I took her advice and submitted another application on the 23rd of October (same day I got my first refusal letter). But yesterday I received the second refusal and the reason for refusal is that I did not have a temporary resident permit when I applied (second time) for a pgwp. And this time in the refusal letter it says that I have lost my chance to apply for restoration as well. But it does not say that i should leave the country or anything. What are my options now? Should I leave the country and apply from back home? If so, how long I have to leave the country without getting marked as overstay? It will be great if someone could guide me in the correct direction.

At this point it's unfortunately too late to fix your status from within Canada. The only option is to leave.

You are technically overstaying since October 23, 2019.

hi Scylla, thanks for the reply. See the thing is a CIC agent advised me to submit another application on the day of my first refusal with all the necessary documents and I'd be fine. And that's what I did. Do you know if I can file for an appeal?

No - I don't think an appeal is possible.

I got my work permit. I sent in a request for reconsideration of my application with the help of my area MP. It worked they approved my application last week. So anyone who find themselves in a similar situation just do the above.
