PGWP Refused because of restored my studypermit.

So my first study permit is ending on july 31st 2018. I need 4 more months(oct 31) to complete my project. Initially Ive got lesser study permit.
But I got refusal letter of SP extension on Aug 16. Which is already my first study permit was expired.
Now on Aug 24 Ive reapplied for study permit extension with restoration.
Then They have given an update that study permit extension was successfull on Dec 24th 2018. And Ive received document on Jan 8th. But my extended end date to apply for PGWP is right on Jan 31st and I also got extension upto same date.
I have registered in the course and waiting to submit my project in my college and everything done well in the last its okay.
Now The main Twist was arrived. As I said I got a message from CIC that I have got extended study permit on dec 24 but on the document The already decided and issued SP extension from OCT 13 to Jan 31. But they haven't updated in web portal that says Application is under processing untill Dec 24.
Now The problem is There is a gap in my study permit from July 31st to Oct 12.
Now when I went to border for PGWP they asked me about Gap in between. And I said Its the restoration period where I am waiting for the result from GOVT . But they aren't taking it as a valid point and declined my Workpermit.
As I doesn't have much time they made a departure form and made me to sign that to leave country on particular date.
Is it happened to anyone... ? What can I do now. ?
I am totally in hectic situation any suggestions.?

You are not allowed to study or work when waiting for a restoration, but it seems you did this is likely the cause of the problem. You probably need professional advice at this point.

July 24, 2018 — Issue date of TOR (mailed together w/ diploma, arrived first week of Aug.)
July 30, 2018 — Letter of completion via email

Aug. 16, 2018 — Submitted PGWP application (date acknowledged online)
Sept. 27, 2018 — Online status said PGWP was approved; w/ request to send passport
Sept. 29, 2018 — Validity of study permit
Week 1 Oct. 2018 — Received passport with work visa validity of Sept. 29, 2018 (same as my expired study visa); called IRCC hotline to clarify; was advised to reapply for PGWP and apply for restoration of student status via registered mail

Oct. 17, 2018 — 2nd application of PGWP + student restoration through a consultant who helped me with my student permit/visa application; she did it online
Oct. to March — long months of agony as I did not work (good thing I was staying w/ a relative)
March 11, 2019 — Letter of PGWP refusal; reason: submitted beyond 90 days of notice of successful completion

Granting I got the Letter of Completion/TOR July 31, 2018, with reapplication date of Oct. 17, 2018
—wasn't this still within the 90-day period in question?

Now trying to book a cheap 1-way flight home as I may only be fighting for a 10-month PGWP, which has been eaten up w/ expiry of my student visa Sept. 29, 2018.

And may I ask: am I out of status ONLY after receiving the refusal last March 11th?

I will appreciate any insight on my case. Thank you.

are you aware of the new rules since 14 feb, u dont need a valid study permit to apply for PGWP and u should apply within 180 days

looks like u were still in the 90 days period, what did your consultant say about this

Yes, and it pains me more as it shows backlogs which might be affecting decisions especially on erratic, delayed applications— might not be entirely fair. Anyway the 180-day period is not applicable to me anymore if I start counting from date of my letter of completion on July 30, 2018. Also, I’ve applied already twice. But thank you for the sympatetic ear

so when u did the first application you didn't include your passport, I'm in the same situation too, i did my first application for restoration in January then when I heard of the new rules i cancelled the first application and submit a new application under the new rules. but i think even if you go back to your home country u can do the application.also consult some other consultants,very sorry

This part is confusing, PGWP is not something that goes into your passport, a PGWP is a letter they send you after approval that looks like the study permit.
What you get in the passport is only the TRV which is not the work permit but just a visa that allows you to enter Canada, you don't even need it if you are not leaving & planning to return to Canada.

So I don't understand what happened here, I don't even think they ask for passport after granting PGWP, after you get PGWP letter THEN you use it for TRV extension.

I suspect you didn't apply for a PGWP but for a TRV extension which is why it was only issued to the length of your existing study permit.

As bongoman said, it looks like you didn't even apply for a PGWP but instead applied for a TRV. There is no passport request for a PGWP.

You have been out of status since Sept 29th. You no longer qualify for a PGWP and have no way to legalize your status within Canada. You need to leave.

I applied for both PGWP and TRV at the same time online on August 16, 2018. It was a mistake and officer via IRCC hotline told me to reapply.
