PGWP: Re-applying while waiting for the processing of the original application

Hello!

Here's a brief summary of my situation:
I went to a university, where I got my official grade on September 19th, 2018. Then I applied for a PGWP on September 20th, and I am still waiting for the decision to be reached - it's been 3 weeks past the processing time. When I contact CIC call agents, they all tell me there's nothing I can do other than simply waiting. In the meantime, I've been working as a full time permanent employee from December 10th under the implied status.

Now, I was wondering, if it'd be a good idea for me to submit a second application. Here's why.

If they approve my original application, great! I can withdraw the second application.
If they refuse my original application for whatever reason, I still have to wait for the second application to be processed - giving me about two more months to work under the "implied status"

Correct me if I'm wrong though. I'm afraid they might cancel my second application if/when they refuse my first application. Or will they leave the second one as it is even though the chance of it being approved the second time is slim - given the first one was refused.

Also, if someone could clarify how CIC count days for the "90 days rule." If I got my official grade on the September 19th, does that count as day 1, and I can apply up until the 90th day (Dec 17th)? Or do they count September 20th as day 1, and I can apply up until the 90th day with this method (Dec 18th)?
