Hello,

I've been working for my current employer for just more than a year on a PGWP.
I've seen some members on this forum confused about whether a job offer on a PGWP is a valid one or not.
I've filled my express entry profile on May 30th, 2017 and no where did it ask me whether I had a "valid" job offer or not. I was, however, asked if I've been working for a Canadian employer for more than 1 year, to which I answered "Yes" and whether the work was full-time, permanent, and non-seasonal.

Did I claim points I was not supposed to claim?

CRS - Human Capital - Age 110
CRS - Human Capital - Level of Education 120
CRS - Human Capital - First Official Language Proficiency 119
CRS - Human Capital - Canadian Work Experience 40

Also, I remember an IRCC call center agent mention to me that a PGWP is LMIA-exempt, which I was not able to confirm with a Google search.

Could someone please shed some light on this?

Note: A job offer is on my document checklist. My original job offer dated more than a year ago does not show some of the information required by IRCC, such as NOC skill type. The IRCC call center agent advised me to attach an employment letter highlighting the missing information and upload it along with the original job offer.

If your document checklist is asking for "letter of employment" and "offer of employment" then you answered incorrectly the very first question of the intended work section.

Once you correct such question those placeholders will disappear. You didn't claim points for a valid job offer if Arranged Employment shows a 0

The very first question in that section is:

Does ABC have a job offer in Canada?

The offer must:

  • be for full-time and for at least one year
  • meet different requirements depending on type of job (i.e. some need apprenticeships and certification) and
  • be non-seasonal for Federal Skilled Workers.
My offer had no ending date and was for full-time work (40 hours/week). Was I supposed to answer "No" to this question?
It seems to be a very straight forward question with the intention of knowing whether the candidate has a 1+ year of full-time work experience.

If "No" is the right answer, would answering "Yes" and providing the actual job offer harm my application?

The answer is "no"

If you see the answers following this one they do not apply to you whatsoever, they are only required for LMIA holders OR those claiming a valid job offer with a closed work permit.

You are free to do whatever you think it's best but I can tell you you'd be wasting time by providing such documents.

If you want to claim a job offer point 50 you need to get LMIA document. Your emplyer has to apply for you and send the application to service canada.
I am on PGWP too and in pool as well.

1. after having PGWP with 1 year canadian experience- applying for LMIA under CEC - can LMIA application be funded by the applicant himself? OR only the employer has to sponsor the applicant?

You can pay the fee yourself but your employer still has to do the rest of the work and submit all the required documents themselves.

CEC is still a part of the skilled immigrants under express entry so I’m a little confused about the question. You do not need an LMIA job offer at all. It just helps you get more points under EE. You can use your one year Canadian work experience on its own to apply under CEC. You won’t get points for the job offer as it’s not backed by an LMIA but you will get points for the work experience on its own . Best of luck.
