PGWP less than 3 years, with new passport submitted for 4 year degree

I have done a lot of research before applying PGWP, because my passport will expire next year, I renewed my passport (given additional 10 years) in February this year, but the old passport number is still written on study permit (SP). And then I applied PGWP on May, 2023 with new passport.

- The problem is, I just got a reply from IRCC yesterday, they only give me 9 months PGWP (which is the date my old passport expired), but I clearly gave IRCC my new passport number with a letter of explanation

my 4 year degree should grant me maximum 3 years PGWP. I am 100% sure that the new passport number is on my imm5710e because a copy of imm5710e document is still in the computer, and I also wrote a detailed explanation letter to explain why my passport number would change when I applied, and uploaded BOTH copy of my new/old passport to IRCC

- I can't understand why the IRCC is using my old passport information to process my PGWP when I have already given my new passport information and given a detailed explanation. I stayed up all night thinking about it, but couldn't figure out what the reason was,

-After checking the relevant information, what I want to ask now is, is the renewal of PGWP only paper? Can't you do it online?
second, if I apply for a VISA with my PWGP which has the old passport number on it, can I ship my new passport to get the VISA with a letter of explanation
