PWGP international student query.

Storyline:

He is currently an international student.
His program started last Sept 2019 and was supposed to end this Winter 2021. (2 year program)
Hence, due to covid 19. He was unable to get all the courses for winter 2021 (so she didn't get the full time student elibility)
and He has 6 courses left which some are pre requisit.
The problem is that, by winter 2021, he became a part-timer student which she should be a full time student for eligibillity for PGWP.

He will be requesting for an extension for his study permit visa and our idea in saving his elibiligity as we have read that only 1 semester will only considered to be still eligible for PGWP. Yet, my question is that, he failed to finish the 2 year program and is asking for extension, is there an effect for his PGWP application and will #1 plan (see below) be acceptable to be still eligible for PGWP?

1. summer 2021 - full time student units, fall 2021 full time student units = graduate. Technically it's only winter he became a part timer student.
2. our next solution is to move forward on this plan and still attached a LOE in applying for PGWP.
3. another one is, once he finished the 2 year program he will then apply for another 1 year program to get the elibility for PGWP.

Are any of these are possible?

Summer is not considered part of the semester unless the school doesn't have any scheduled breaks during summer. (I thought he/she (not sure which gender) was to graduate in Winter 2021?) If he/she wasn't able to get all classes and have to complete the next semester, it might create some issues. If, by any chance, after explanation during PGWP application is not eligible, yes, he/she can apply for a 1-year program to be eligible.
