Pgwp got rejected

My work permit got rejected ! Saying that


Foreign students in Canada are eligible for a work permit for post-graduation employment only if they have continuously studied full time in Canada and have completed a program of study that is at least eight months in duration at a:
 University, community college, CEGEP,
 publicly funded trade/technical school or
 private institution authorized by provincial statute to confer degrees

I had studied at Canadore college for 2 years. I had 4 semesters with official break in between. After 2 semesters. I failed in one course in 2nd semester and I utilized my break for that course and I was part time student for that semester.

what should I do ? Should I reapply ?
