Hello,
I applied for my pgwp on 29th july 2019 and my study permit was expiring on 31st July 2019. Unfortunately I filled out the wrong form and I got a rejection in 2 weeks. I applied again for Pgwp on 14 th August 2019 and it got refused on 9th Dec 2019. They mentioned that I applied later than the date mentioned on the study permit. I also attaches a LoE in my application but it did not work out.
What do I do now?

Are you within 180 days of receiving graduation status? If so I think your only option is to leave Canada and apply for PGWP from home. It looks to me like you are 90 days past your study permit expiry so there is no way for you to regain valid status in Canada, you need valid status to apply for PGWP in Canada. I believe you can apply from outside without status as long as you are within 180 days.

Since you study permit has expired, you don't status in Canada. You need to submit an application for both restoration of status and pgwp. Also, you must make sure that this is within 180days of your graduation.
You may also call IRCC for an advice.
