Pgwp extension ?

I was issued a pgwp for 2 years(I was qualified for 3 years) because my passport is expiring early.

I have that comment on my existing pgwp that I am eligible for extension when I get new passport.

My existing pgwp expires on July 7, 2016.

Can I apply right away or I have to wait till its within 4 months of expiration?

Do I have to pay for the application?

I'm in same situation. What I've heard from seniors is that we have to wait until four months of its expiry. But wait for other replies too. Yes we'll have to pay again for the application.
