PGWP extension refusal 2023 ( Edit this post with new details, Kindly take a look)

I did a 2 year Master's course and was eligible for a 3 year work permit. However, I only got PGWP for 1.5 years as my passport was expiring. When I applied for a PGWP extension, it was rejected for the following:

[X] Persons wishing to extend a work permit in Canada must satisfy an Officer that they:
 have complied with all conditions imposed on their entry;
 will leave Canada by the end of the period authorized for their stay; and
 are not in a category of persons inadmissible to Canada under the Immigration Act.

I received the rejection on November 2023 and left Canada to my home country on December 2023. I have TRV until 2032. I want re-apply for my PGWP extension as 6 months have passed and a judicial review is not possible. I tried doing the re-application via paper and downloaded the form imm5710 but I am unable to fill out the form as I am unable to change the current country of residence (it is fixed to Canada). How can I re-apply for my PGWP extension again?

Do you have any idea why you could have been rejected?

I have a conditional discharge. I was never convicted but that is the only issue I had when I was in Canada so it should be because of that. But the sad part is.... To pinpoint to exact reason, I had requested for my GCMS notes and its been more than a month now. I haven't received any reply.
