PGWP eligibility

I been going to classes both online and in person. More online at the moment. They are offered as asynchronous and synchronous. I was made to understand that if we complete more than 50% of credits online it with be considered as distance learning and that won't qualify for pgwp.
Then I see an extension which says if your classes where moved online or your not in Canada your time you spent doing distance learning will still count until August 2023. Would this still apply to me because i chose not to attend in person.
Can some better clarify this for me.
I am currently doing two graduate certificates. I started this yr.

Yes. Being going to classes now and again. But mostly online because of the distance I have to travel.

Kindly help me!! I applied for 2year graduate program starting on 9th january,2023. My visa stamping is from 17/11/22 - 9th january,2023. Is this a stamping error as visa is issued for the length of program + 90days???? Kindly help me what to do ?? Moreover mine case is of deferment( may intake) as I didn’t get a seat confirmation mail from university because of delay in visa stamping. Please help me i also raised webform today..

I don't know. Raising the webform was the right thing to do.
