I am not sure about the "illegally" part, but I know for sure you can't apply for a PGWP without a valid study permit. You should have applied for an extension right before your study permit ended just like I did. I am waiting right now for my study permit extension even though I graduated. You are honestly in a difficult position and I advice you call CIC and ask about what you need to do. You need to stay waiting for an agent for about 15 mins but its worth the wait.
They might ask you to apply for restoration then study permit extension then PGWP but that's a long shot.
