PGP Super Visa - London Office

Hi Everyone!
My MIL submitted her application to MacDonald House about 10.5 weeks ago - I understand 2 things....
1. a new office (VFS) has been opened on Harrow Road
2. The MacDonald house officers are all striking

So, that leaves us wondering some things....
-Were any apps that were submitted to MacDonald House transferred over to VFS? Or is where you applied, where you'll hear from?
-Does EVERY UK applicant for the Super Visa need a medical and/or police certificate?
-Is there a limit as to how long they can strike for? Scary stuff as MacDonald House has their passports still!!
-Can you get Police Clearance now, while we wait?
-Can we get Medical now, while we wait?

Any help any one can provide would be greatly appreciated, there is so much uncertainty!

The In-laws rec'd their passports back in the mail today with a letter saying they would receive their medical exam info in about a week

1. VFS is NOT a visa office. They are basically a mail box. Applications are processed at CHC London, when they are not on strike.

VFS Global is pleased to announce the opening of the Canada Visa Application Centre (CVAC) operated by VFS Services (UK) Ltd in the United Kingdom on May 2, 2013.

CVAC is the exclusive service provider for the Government of Canada, authorised to accept applications in all temporary resident categories (visitor visas, study and work permits) as well as applications for permanent resident travel document from residents, nationals and persons legally admitted to these countries.
CVAC is authorized to provide administrative support services, such as; the collection of visa applications, fees and return of passports in sealed decision envelopes to applicants. CVAC can also assist in scheduling interviews on behalf of the Canadian visa office in London.
The decision to issue or refuse a visa is made solely by immigration officers of Citizenship and Immigration Canada (CIC). All applications will be assessed in accordance with Canada’s immigration visa rules and guidelines. CVAC has no role or influence over the outcome of an application and will not offer any evaluative advice.

That is correct the decision is with CIC and no one else. I believe the UK is a visa exempt country, you could always come here and apply for a super visa within Canada.
