PGP Sponsorship refused after 2.5 years saying mini income not met although it's cic error

Hi,

I'll explain my situation in detail here and please let me know if anyone know how i should go about this and get this on track without waiting for long appeal time.

Applied for my Mom in Jan 2016, accepted and got sponsorship approval in feb 2017. File transferred to Ottawa for further processing. NOA submitted at the time of applying was for 2012,2013 & 2014 for family size of 3 (Me, wife and applicant - Mom ).
My son was born in October 2017 and i notified cic that our family size has changed to 4. I got an email from Ottawa asking for birth certificate which i sent them in March 2018. After this i got an email within a week from CPC Mississauga asking for option C prints for 2014, 2015 & 2016 also 2017 if available.
I sent them all the Option C prints including for 2017 which was showing that i meet LICO for family size of 4 in 2017 when my son was born and 2014,2015 & 2016 for family size of 3.

First week of May i got an email from Ottawa for medical instructions for my mom to complete within 30 days which we completed through E medical service within Canada. We thought everything is in place that's the reason we got medical request and soon we will get the PPR but NO.

Here comes June 4th and i got an email from CPC Mississauga saying i do not meet eligibility requirement and my sponsorship has been refused and there was a word document attached as financial assessment.
It is a 4 page assement document which says:

MNI Requirement for Your Sponsorship Application

Your income was calculated against the MNI for the following years:

2014 - 3 person(s)

2015 - 3 person(s)

2016 - 4 person(s)

Our calculations for the reassessment period are as follows:

Why would they take family size of 4 in 2016 even though my son was born in 2017?? I got a letter now and it says i can appeal if i want. Do i appeal for this or something can be done other than that because cic calculation is not right and if that was the case why did they sent medical instructions then? I have already sent them case specific inquiry explaining this also email to both Ottawa and Mississauga but i have not got any response from them and chance are very low of getting anything looks like. Online also says decision made and refused.

Please help me in this situation as to what i can do or what can be done right.

What about your dad? Is he alive and still married to ur mom? He would've counted as an additional person even if he's not coming

No he is not alive and we have already provided the death certificate to cic before the initial sponsorship was approved. Even if they count him then why not in 2014 & 2015 and counted him 2016.

Best would be to hire an immigration lawyer, I know it sucks paying them when everything is almost done, but they could be really helpful in putting your appeal fast & forward. After all you don't want to loose coming this further just on their part.

Hello, I am in the same situation...cic conting my new born in 2017 even he was born in 2018...I got the letter from cic like you got one...could you please tell me what is the status of your mothes application...did you find any way out..thanks
