Can they not go to a bank (such as TD) to get a bank account? A correspondence from the bank can serve as proof of address. I saw from other post that TD accepts foreign passport holders to open bank accounts.

Yes they can open a bank account with a foreign passport and COPR at most banks not just TD. However, for OHIP they cannot use printed out bank statement with a stamp, bank statement has to be mailed in.
We read on this on the website and still decided to try our luck and we were rejected.

Follow-up question: can they receive medical care while waiting for OHIP card? (I think they should be covered from the day they arrive but not sure if Doctors accept them as patients if needs be)

Yes they can receive even before the health card. However, you'd be required to pay out of pocket and apply for refund, the lady warned me that the refund process is LONG. Also not every clinic will accept them without an OHIP card.

I strongly recommend you apply for the Ontario photo card, ours did not take up to 14days for both family members at different times (Oct and Dec). If they intend to drive the G1 is faster than the photo card cause they issue the paper one but if you're not already prepared then the photoID is the fastest.

FYI - Only mailed bank statements are allowed, they don't accept a print out with stamp etc..

Question about GST credits: once parents land lets say in the middle of 2023, can they apply for GST credits now and start receiving it in 2023?

They would need to wait until the file their first tax return for 2023 next year.

this is the general info:
So if they just arrived and haven't filed tax, then they cannot apply. The coverage so far is for 65 or older seniors and with low family income.

In order to qualify for the CDCP, you must meet the following criteria:

• You must have no access to other forms of dental insurance.
• Your adjusted annual family net income must be lower than $90,000.
• You must be a Canadian resident for tax purposes.
• You must have filed a tax return in the previous year.

For BC (that's where I live), there is no eye care coverage unless it's medically needed. Then that gets into MSP.

For drugs, it's likely part of BC PharmaCare and they need to apply to see. It's also for low income families.
