PGP-confused about family size in imm5768

Hi there,
My family has 3 person, me, husband and kid, we are sponsoring my parents(2). They came to Canada to visit us for few months for last 3 yrs.
In IMM 5768, does the family size in question 14 mean last 3 years family size (3) or my parents included (5)? Confused......

The cic guide said “ Note that the number you enter into Box 7 only captures your current family size and does not necessarily reflect the size of your family during the 3 tax years before your application date, which is relevant for the calculation of your income requirements. If your family size changed during or since those 3 years, it could affect the amount of income you need for each of the 3 years. IRCC may also calculate a different family size for specific years based on the detailed family information you provide in your sponsorship application.”

Example 2
Juan and Lise had a baby in 2019. Juan wants to sponsor his mother. Lise won’t co-sign the application. Juan’s mother doesn’t have a spouse, partner or any dependent children.

For 2019 and 2020, Juan’s family size is 4:

  • Juan
  • his partner, Lise
  • his baby
  • his mother
For 2019 and 2020, Juan must check if he meets the income requirement for 4 persons.

For 2018, Juan’s family size was 3:

  • Because Juan’s baby wasn’t born yet, the baby is not included for that year.
For 2018, Juan must check if he meets the income requirements for 3 persons.

Question. Are you filling out PGP 2020 sponsorship application for your in-laws? If so your parents that "we are sponsoring", have their PR application been approved or on going? (assuming PGP 2019 or 2018...etc)

If both answers are no, then are you trying to sponsor your parents for PGP 2020? And they were on visitor visa only, thus they are NOT being sponsored currently. So only count them once, you currrently are NOT sponsoring any one yet and is applying to sponsor them.

So unless your child is younger than 3 years old, last 3 years family size are all 5. (look at the example above as well, the mother being sponsored is always being counted)

In Canada or not, that's your spouse. Spouse always needs to be included in the count of family size.
Did you not look at the income requirement when you submit your interest to sponsor?!

Unfortunately, not meeting the financial qualification will mean the sponsorship will be rejected. People who do not meet the requirements should not enter the lottery to not waste a spot.

Good. So I think you didn't apply for 2020 PGP.
If your income doesn't meet for 2019, you will need to wait till you have enough income for the 3 year before the application.
Wait for 2022 PGP then.
You can apply for visitor visa or super visa. Make sure you get good medical insurnace coverage for them to visit Canada.
Wait, where did you get the number 70K for 4 people. (because of COVID impact, they lower the income requirment for 2020, so you may meet it if you have a job last year)

PGP 2021 is not open yet and there is no information posted by IRCC.

2018 income is likely required for PGP2021.

70K for 4 people is a very tight budget. If anything income levels are very low to sponsor parents. I always bring up the cost of longterm care. Not sure how anyone making 70K could afford the 1K+/month they would be required to pay if a family member needed longterm care.
