IRCC has provided no information about the program.

No. They only accepted those in the pool from 2020 for the 2021 lottery.

The Feb 14th announcement will cover overall targets / numbers. However this doesn't necessarily mean this announcement will cover any details (e.g. when the PGP will open this year). You'll have to wait and see.
