First you need 3 years of tax returns/NOA as PR meeting LICO for the total number of people in your family. You need to meet LICO for every year. Then you enter a lottery and hope your father's application is drawn. The program is oversubscribed every year and unfortunately some people are never selected. Attached is the process if you are selected in the lottery.

yes - you can sponsor your parents under PGP programme .... you will need last three years income proof and need to show minimum income requirements as laid down for the purpose - check govt cic website please it gives full details .... we tried for pgp 2020 but could not make it in lottery now i hear govt has opened pgp 2021 - is it for those who applied last year and could not make it or for all .... this needs to be ascertained - i check and come back on forum

Nothing needs to be ascertained. The details have already been announced and it's very clear how the program will work.
If you submitted an entry last year (2020) and were not selected, then you are automatically in the draw this year.
If you did not submit an entry last year, they you are not eligible for this year's draw and will need to wait until next year.
Thanks for responding. So my situation is I got my PR in June 2021 prior to that I was on a Work Permit since June 2019 so I have my 2 years of Tax returns. I never submitted any expression of Interest for PGP as I was not eligible so I wanted to know if I can apply somewhere so that I get a chance to be picked in the lottery. All the links posted are for those who already applied and have not been picked.
Please correct me if I am wrong and guide me through.

You are not eligible for this year's lottery. You will have to wait until next year.
hi scylla ...."This year's lottery is only open to those who applied last year and weren't picked." .... does this mean no new applications will be accepted .... last year our application not picked up - only 10K vacancies were there now added 30K - means last years quota would be effective 40K if no new application is accepted - can anyone tell me how many total applications were received last year - thanks
No new expression of interest forms are being accepted this year. All applicants will be drawn from the 2020 pool.
I believe approx. 150K entries into the lottery were received last year.
