PNP is under express entry. Sponsoring other relatives is an extremely small portion of immigration since most people don’t qualify for lonely Canadian. CIC is running but they were in lockdown and some offices abroad are still closed. They have slowly increased capacity once offices were transformed into safe work places. Not sure what citizenship applications have to do with PGP but virtual citizenship ceremonies have started already.
Yeah, not sure why you put "international students, visitors and foreign workers" in your list before PGP? What do they have to do with PGP?

Also, why isn't refugee asylum seekers in your list? Are they not in priority?

I agree with @steaky . When relatives need to be reunited , why are they supposedly prioritizing students/work permits over them ?

@steaky, from your previous comment it seems they opened 2017 PGP even when there was huge PGP backlog or was it backlog in general ?

What if a PGP sponsor was a temporary resident while completing the income years and became permanent residence just before/ at the time of filing the PGP?

In other words, Is there any effect on the eligibility of the sponsor if the income years were completed as a temporary resident but at the point of filing the individual acquired the permanent residency?

Please share your valuable thoughts/facts?

It's actually not a unique question.

You can include years that you were in Canada on a temporary work permit.

Include asylum claims as well. You referenced other relatives. It is an extremely small portion of applications that often take longer than other applications. PGP is not other relatives.

Would also point out that we haven't seen the changes for this year. That could change things especially who gets selected.

Most relatives don't qualify to immigrate first of all only in certain rare situations. Parent sponsorship is also not prioritized compared to spouse/child sponsorship, economic immgration, asylum application and student permits because PGP, in general, is a liability and not adding to the Canadian economy. Doesn't mean CIC has stopped processing the current applications.

Then why isn't included originally? I said others (such as other relatives) which also include assylum claims and seekers. Or you missed it?

Look you referenced international students. PGP are not International students in most cases.

Much bigger issues in the world and huge backlogs throughout the other programs. Don’t think it is a huge surprise and understandable.
