Most likely next day as per my experience.
I am an authorized representative on my Auntie and uncle application. I received information letter in IRCC account on April 12 regarding pre-arrival, then very next day there was passport request letter.
And once you submit passport. In few days, IRCC account says application approved under decision status.
They haven’t received their passports back yet but account states that application approved how long travel documents valid for.

The landing visa is Valid till your medical is ( 1 year from the medical passed date ). So suppose your medical passed date was Dec 24 , 2001. The landing visa will be valid till Dec 24 , 2022.

What does being eligible for "Pre-arrival services" mean? Is my application approved, if yes, then how long till we get the Passport request?

That means the processing is almost complete. Most people get Passport Request within a week of Pre-arrival letter.

Yes you are right. They just got their medical done March2022 and their landing visa is until March 2023.

I have just submitted the PCs for my parents. How long does it take to het an update on my application after this based on your experience. Also my application was with Ankara and now they are saying that it has been transfered back to Missisaga. Why would they do that?

My parent's PR application timeline:

03-March-2021: Application Submitted.
30-Aug-2021: AOR received.
08-Dec-2021: Sponsorship approval letter received and file transferred to London VO.

No update since then. (Medical, Police certificate is not requested by IRCC yet).

So I raised a web form to find out if they still need to give biometric again. I submitted visitor visa biometric and asked if this would be enough but in February I received letter with new expiration in email to get biometric done again.

On immitrackerpro.com, I didn’t see any notes regarding PPR from March application.

Everything is complete from your side. But looks like your application lost its place in the queue due to back and forth because of Biometric. You should raise a Webform to IRCC asking for status. As the medical expires in one year so will be valid only up to Dec 2022. so technically you have very less time left to make a landing. Even stamping process take 4-5 weeks after passport request.
