In that article it asks that people still keep checking their emails. So I think they might still be sending invitations,

All invitations for the 2020 Parents and Grandparents Program have now been sent
Ottawa, January 11, 2021—Immigration, Refugees and Citizenship Canada (IRCC) has now finished sending invitations to apply for the 2020 Parents and Grandparents Program. All interested potential sponsors who were randomly selected to apply for the 2020 program have been sent invitations.
For the 2020 year, IRCC will accept up to 10,000 applications. Those who received invitations to apply must submit their complete applications to IRCC within 60 days. The deadline for when we need to receive your application is clearly marked on your invitation.
If you successfully submitted an interest to sponsor form but did not receive an invitation in your email inbox, please check your junk mail and make sure you’re checking the email address you provided on your interest to sponsor form to see if you were randomly selected to submit an application. You can also check your invitation status on IRCC’s website.
The government understands how disappointing it can be for those who are not randomly selected to sponsor their family members under the Parents and Grandparents Program. Due to the continued popularity of the program, the number of people interested in sponsoring their parents and grandparents always exceeds the number of applications we can accept. If you submitted an interest to sponsor form in 2020 but were not selected to apply, you’ll have another opportunity to show your interest when the 2021 Parents and Grandparents Program opens.

Last time applying i am done after this. This is really diasppointing to say the least. "Due to the continued popularity of the program, the number of people interested in sponsoring their parents and grandparents always exceeds the number of applications we can accept" YES IT DOES because you keep opening it again and again and adding more applicants every single year with the same pool of people who have applied earlier, where there were 150 thousand applying in 2016-17 there are probably 250 thousand applying this year so just do the maths of your chances of getting picked if the same lottery system continues on. Just do the simple ranking and make everyones life easier Citizens first then rank those who have applied multiple times. This way EVERYONE gets a FAIR chance and they get to apply when their time comes. My biggest issue is this could be scrapped again or completely halted if the government changes.

yeah maybe the emails just take some time to get delivered until the tool is posted there is still hope

Don't give up hope. That is what the system wants you to do. By giving up you give others a slightly better chance. Why do it?

Keep trying.

There are many many many people who are first time applicants and got it. You might want to contact them and get some support. Hear their positives stories to get hope.

Think of the emails notifying you of invitation as TRUE POSITIVES.

Not having an email invite could be a FALSE NEGATIVE.

Until the tool comes out and you can check for a TRUE NEGATIVE just keep hoping that you could have a FALSE POSITIVE at the moment.

This system has been around since 2017.

Already tried and tested. No lawsuits.

Yes we went to the government to let them know we felt it is unfair and bad to trivialize PGP to a lottery game.

Government actually DID LISTEN!

They changed to a First In First Out (FIFO) system which was first to submit wins till all 20,000 applications are submitted.

Finished in 11 minutes.

Then people said that was totally not fair. Especially to the handicapped. Or people in rural areas with poor internet.

Lawsuits a plenty.

It got so bad that the government got scared and backed off and did under table deals to grant those with lawyers threatening the government to give spot to those people who wanted to sue to government.

So the government decided to go back to their tried and tested lottery format where no one has sued the government before.

You want to blame anyone? Blame the people who sued.

for the matter if you want it changed from the lottery now you will need to sue to government over the lottery. Which I think is impossible.

Based on the entries per combination first confirmation number and second, it returns almost 8000ish entries for number as second character and amost 5000ish entries for letter. Since it goes from A to 9 (16 first character entry). It gives roughly 204K applications

10,000/204,000 = 4.9%

So was not too bad chances.

They will triple spots for next draw. So 15%! Awesome!
