We were invited to apply on Oct 2018 (2nd round lottery) and we submitted the application early Dec. The application took roughly 15 months for passport request/COPR. It may be different for 2020 with COVID and the slight change of process (2020 NOA to be submitted later)
Thanks @babybenz for your reply.In 2018, my parents case was processed from completed submission to Passport request (immigrant visa) was about 6 months. But we were well prepared for the details. I know there're cases get to about under 2 years as complication arose like newborn or decease; medical results needed further tests; missing documents (marriage Certificate, Birth certificate, etc...) etc... which all add up months in total.

You can sponsor your own parents and grandparents, related by blood or adoption.
In case of divorce or separation, you can sponsor your parents’ and your grandparents’ spouses, or conjugal or common-law partners.
In the application, you can only include your brothers and sisters, or half brothers and sisters, if they qualify as dependent children.
You may sponsor more than 1 person or couple if you meet the income requirements for all the people you want sponsor and their dependants (spouse, partner and children).
The way I see it:
If married they are a couple and one of them would be the Primary applicant and the other would be the dependent Spouse. So both are to be mentioned in the form

You have the opportunity to do so now . so please go ahead and add your Father to the app (just so CIC does not see it as if you missed it and or misrepresented info).
