Hi I got PFL August 21, 2024 due to fraude bank statement. I applied for the visa withdrawal after 2 days August 24. I didn't give any response. I have nothing to say and fault is in my side. While waiting for the decision is it possible to apply for another student visa for european country.

Since you didn’t reply to PFL expect a 5 year ban. As for applying to other countries, ask on European forums but you will have to declare that you are banned 5 years from Canada and explain why.

As far as I know, the IRCC takes months to provide PFL results. During that period , waiting period I am going to apply for another country. Finland january intake. Does my PFL need to be mentioned? Are they still able to approve me if they are aware of my PFL?

Ask on a Finnish forum on whether you will be approved with PFL. This forum is for Canadian immigration. You need to mention PFL because it shows up when doing immigration checks. What do you mean it takes months for PFL results? You never replied to PFL so there is nothing to review.

Did you respond/reply to the PFL? I don't think you can just withdrawn at this point. (maybe you can but I think IRCC expect a reply. They may not get the withdrawn request before you reach the deadline to response to a PFL ... )
If you really provided fraudulent documents, then you should at least apologize and hope that you do not get a 5 year ban. (not just a refusal)
