I have never heard that Canada bans people (residents or citizens) leaving Canada... Unless it's some kind of pending trail or court case.
If he is a PR, he can likely apply for citizenship after living in Canada for 3 years and get a Canadian passport.

He is a Canadian . But idk why they travel banned him for so many years. That’s why he can not come home to see me. If he wasn’t stuck with the travel banned then everything will be fine for us. As long as we see each other.

Perhaps she means the husband's passport is revoked, probably as a result of the 2017 incident where he did use his passport while trying to leave Vietnam with his wife who had a fake visa.....she said its been 2 years since the passport was 'tattered'.

To be honest, it might be, but not likely. Canada can revoke a person's Citizenship Status, but the bar is also pretty high. Accompanying an adult person, who was trying to use a fake visa, is definitely not a valid reason for Canadian Citizenship to be stripped. Unless, there was concrete firmed evidences to prove that he provided the fake visa to her, which would make him an accomplice, otherwise, legally, he had no fault whatsoever.

If your husband's passport is damaged, he can apply for a replacement, there is no reason for Passport Port office to ban him for 7 years. Could it be your husband has a committed criminal offence? I don't think you have the whole story.

A passport can be revoked...it does not mean one ceases to be a citizen. She has not been very clear on why her husband has been 'banned' from leaving Canada for 7 years. And being banned from leaving by the passport program because of a tattered passport does not make sense either. That's why I assumed she meant revoked passport and not tattered. If he committed an indictable offence in Canada or abroad his passport could be revoked for a period of up to 10 years
