Petition to the Minister of Immigration, Refugees and Citizenship
Whereas:
Many people have prepared a Family Reunification Application for submission in 2017 only to be surprised by a sudden change;
No warnings were given which is causing family and financial hardship; and
Lottery system mocks a very serious family issue of reunification.
We, the undersigned, citizens and permanent residents of Canada, call upon the Minister of Immigration, Refugees and Citizenship to:
1. Repeal the December 2016 change until a more comprehensive plan can be formulated and give people the opportunity to provide feedback about the coming changes;
2. Phase the changes in over the course of a few years, allowing the people who have prepared for 2017 to submit as per usual; and
3. Give previous lottery losers priority in the subsequent years if they do not make it in previous year lottery.

I presented the petition on the parliament website on December 23rd, 2016... I spoke to Marwan over a phone call and requested he be the sponsor. He is a good guy that is for sure. Please tell everyone you can... I want this to be debated ASAP so changes can be made.

We can make a difference, and this is the correct avenue to do it.

I figured that out from your moniker . We aren't doing PGP, nor is it on our radar, even in the distant future. But I signed...

This is not the correct way, as the petition is not well constructed.

1. It's way too vague. i.e. how exactly did switching to the lottery cause "family and financial hardship"?? Even under the old way, many people chose the wrong courier and failed to get their apps into the cap.

2. It asks to abolish the lottery for 2017 and go back to the old way. This ship has sailed, we are already into 2017, the lottery has already started so this request is unreasonable and exactly 0% chance of happening. By the time it ever made it's way to the House for reading, the lottery would already be over, the 10K winners chosen and people already submitting their full apps.

3. It asks for changes to be made to the lottery, but we don't even know yet what all the new rules will be. So you are petitioning an unknown. Wait until you actually see details of how the Liberals intend to run the new PGP program (i.e. what they do with extra cap spaces from ineligible apps, if they will give extra chances in later years to lottery losers, etc) before writing a petition to change it.

If you advance to around 17:00, you can watch the committee meeting from October. A repeated problem talked about was PGP. So, I disagree about petitioning an unknown. There was no consultations before they rammed this system into force. If we take a look at the Phoenix Pay System problem -- that's exactly what happens when you don't seek proper consultations and when you ram a square peg into a round hole -- so to speak.

So, I believe Marwan Tabbara is standing behind this because:
- He is a member of the Immigration Committee.
- His office fields a significant amount of immigration problems.
- The person who originated the petition is a member of his constituency.

So, even if there is unknowns, that's up to the law makers to actually work out what should be done, and what is broken.

Yes it's a valid point that people would want to see certain rules in place to make the lottery system as fair and well run as possible. If that's the case here, then that's solely what the petition should be addressing.

However the very first point is asking to repeal the lottery entirely for 2017. It's a ridiculous request that will never happen, so destroys the credibility of the entire petition and helps ensure it will not be taken seriously.
